The Commission recommended the appointment of a judge

On June 31, 2024, the plenary session of the High Qualification Commission of Judges of Ukraine considered the issue of recommending Ihor Viter for appointment as a judge of the Volodymyr-Volynskyi City Court of Volyn Oblast.

A judge who has been appointed for a term of five years before the entry into force of the Law of Ukraine “On Amendments to the Constitution of Ukraine (regarding Judiciary)” shall be evaluated for congruence for the position in accordance with the procedure established by law.

Two judges were recognized as congruent for the position, and one was recognized as incongruent for the position

On July 30, 2024, the Panels of the High Qualification Commission of Judges of Ukraine, at its meetings, held interviews and determined the results of the qualification evaluation of three local court judges for their congruence for the position.

Based on the results of the qualification evaluation for compliance with the position, the Commission made the following decisions:

Two judges were recognized as suitable for the position held, and one was recognized as not suitable for the position held

On July 23, 2024, the Panels of the High Qualification Commission of Judges of Ukraine, at its meetings, held interviews and determined the results of the qualification evaluation of four local court judges for their suitability for the position.

Based on the results of the qualification evaluation for compliance with the position held, the Commission made the following decisions:

Members of the Commission took part in the International Conference “Communication of the Judiciary: one voice as a tool for building trust”

On July 19, 2024, with the participation of members of the High Qualification Commission of Judges of Ukraine Lyudmyla Volkova, Vitalii Gatseliuk, Volodymyr Luhanskyi and Roman Sabodash, the International Conference “Communication of the Judiciary: one voice as a tool for building trust” was held in Lviv.

The main goal of the event is to discuss internal communication issues and improve strategic communication of the judiciary.

High Qualification Commission of Judges of Ukraine received international technical assistance from the USAID “Justice for All” Program

In July 2024, the Commission and the USAID “Justice for All” Program signed an agreement on the transfer of international technical assistance as 4 servers and 15 Hewlett Packard switches.

This substantial technical upgrade will contribute to enhancing information security and improving the functioning of the Commission’s local network infrastructure.

Ruslan Sydorovych took part in the Steering Committee Meeting of the EU Project “Pravo-Justice III”

On July 11, 2024, the Steering Committee Meeting of the EU Project “Pravo-Justice III” was held with the Deputy Chairman of the Commission Ruslan Sydorovych taking part therein.

The participants of the meeting gathered to discuss the first report of the third phase of the Project, as well as to summarize the results of cooperation with the Ukrainian authorities in the field of justice and the judiciary.

Statement of the HQCJ on holding the qualification exam on July 09, 2024

On July 9, 2024, an emergency situation occurred during the exam as part of the qualification evaluation procedure for suitability of a judge for the position held and the qualification evaluation in connection with the imposition of a disciplinary sanction.

After the announcement of the start of the anonymous written test, the exam participants found that the generated test questions were incorrect in their test copybooks. The same questions were repeatedly asked in each variant of each exam participant.

248 judges have taken the oath of a judge and assumed their powers

On July 5, 2024, a solemn oath-taking ceremony for judges newly appointed to their positions took place at the National business and cultural cooperation center “Ukrainian House” with the participation of President of Ukraine Volodymyr Zelenskyy. A total of 248 judges took the oath.

The event was attended by the Deputy Chairman of the High Qualification Commission of Judges of Ukraine Ruslan Sydorovych and heads of judicial governance and self-governance bodies.
