Regular Assessment of Judges: Explanation!

Regular assessment is one type of judge evaluation and is conducted to identify individual judges’ needs for improvement, to encourage them to maintain their qualification at the appropriate level, and to promote their professional growth.

The main task of this assessment is to determine in which areas of professional knowledge a judge needs to improve their qualification in order to perform their duties effectively, which will, in turn, improve the quality of the judicial process in Ukraine.

The approval of clear rules and procedures for the regular assessment (self-assessment) of judges is provided for in the Roadmap on the Rule of Law and is one of the prerequisites for the opening of official negotiations on Ukraine’s accession to the European Union, demonstrating Ukraine's readiness to meet EU standards and be a reliable partner of EU member states.

Please note that the regular evaluation of judges is not a qualification assessment procedure, and the High Qualification Commission of Judges of Ukraine is not the body authorized to conduct it. It is envisaged that in order to identify the individual needs of judges in terms of improving and maintaining their qualification at the appropriate level, the opinions of the judges themselves, their colleagues (judges), teachers at the National School of Judges of Ukraine, and visitors to open court hearings (public associations) will be taken into account.

In this assessment procedure, the High Qualification Commission of Judges of Ukraine is solely a regulator.
