Regarding the exercise of the right of a serviceman to choose the date of the test on the history of Ukrainian statehood

08.07.2025

On July 04, 2025, the High Qualification Commission of Judges of Ukraine adopted a decision to schedule the test of the knowledge on the history of Ukrainian statehood as part of the qualification exam for candidates for the position of local court judge and for judges who have expressed the intention to be transferred to another local court, and approved the schedule for its conduction.

To ensure the right of military personnel to participate in the qualification exam, the Commission, taking into account the specific conditions of military service, addressed a formal request to the Commander-in-Chief of the Armed Forces of Ukraine, General Oleksandr SYRSKYI, the Minister of Defense of Ukraine, Rustem UMEROV, the Commander of the National Guard of Ukraine, Oleksandr PIVNENKO, and the Head of the Security Service of Ukraine, Vasyl MALIUK, asking them to assist exam participants who are military service members by enabling them to take the exam (its stages) and to inform the relevant military units accordingly.

Among those admitted to the qualification exam are military personnel who may be unable to appear on the date and time designated by the Commission due to the performance of their constitutional duty to defend the independence and territorial integrity of Ukraine.

In light of the above, the Commission has established that, upon written request from a participant who is a military service member, the date for taking the test on the history of Ukrainian statehood may be changed within the examination period (July 15–24, 2025).

Considering the large number of participants and the limited capacity of the test venue, military personnel who need to reschedule their test date and time are requested to contact the Commission no later than two days prior to their desired test date. Such a request must be submitted in the “Candidate’s Requests” section of the judicial career e-cabinet on the official website of the Commission.
