Procedures of the judicial career
Selection for the position of a local court judge
In the selection and transfer procedures to local courts, 9,339 persons submitted documents, including: 8,744 persons who expressed their intention to become a judge, 595 judges who intend to be transferred to another local court.
General statistics of admission as of 01.07.2025:
- 8,446 persons were admitted;
- 862 persons were denied admission;
- 31 applications were left without consideration;
by specialization:
- 3,056 persons were admitted to the exam in the specialization of administrative court;
- 2,603 persons were admitted to the exam in specialization of commercial court;
- 7,890 persons were admitted to the exam in specialization of the general court.
4 candidates ceased to participate in the selection procedure;
5 judges ceased to participate in the procedure of transfer to another court.

In June, interviews were conducted with 57 candidates for the positions of appellate courts judges:

- administrative appellate courts:
- number of interviews conducted – 30;
- number of candidates in respect of whom the PIC submitted conclusions – 16;
- number of candidates who confirmed their ability to administer justice
- in the respective court – 9;
- number of candidates whose ability to administer justice in the respective court has been submitted for consideration by the Commission in plenary – 17;
- number of candidates who did not confirm their ability to administer justice in the respective court – 6.

- commercial appellate courts:
- number of interviews conducted –25;
- number of candidates in respect of whom the PIC submitted conclusions – 20;
- number of candidates who have confirmed their ability to administer justice in the relevant court – 10;
- number of candidates whose ability to administer justice in the respective court has been submitted for consideration by the Commission in plenary – 11;
- number of candidates who did not confirm their ability to administer justice in the respective court – 4;
It remains to interview 5 candidates for the positions of judges of administrative courts of appeal and 43 candidates for the positions of judges of commercial courts of appeal.
Secondments
Twelve notifications from the State Judicial Administration of Ukraine on secondments were received.
The Commission considered the issues of secondments of judges:
- To 9 courts due to excessive judicial workload or impossibility of administration of justice;
- From 2 courts due to changes in the territorial jurisdiction of court cases.
The issue of early termination of judges’ secondments and their simultaneous secondments was considered in respect of 9 judges.
It was recommended that judges be seconded to the following courts:

- Brovarskyi City-Raion Court of Kyiv Oblast (1 judge);
- Desnianskyi District Court of Chernihiv City (1 judge);
- Zarichnyi District Court of Sumy City (3 judges);
- Ternivskyi Town Court of Dnipropetrovsk Oblast (1 judge);
- Chuhuivskyi Town Court of Kharkiv Oblast (1 judges).
Important decisions of the Commission
The competition for 23 vacant positions of judges in the High Anti-Corruption Court has been announced, including: 10 positions of judges in the Appeals Chamber of the High Anti-Corruption Court and 13 positions of judges in the High Anti-Corruption Court. The deadline for submission of documents is from July 07 to August 06, 2025 (inclusive).

Amendments were made to the Regulation on the Procedure of Qualification Examination and the Methodology for Evaluation of Candidates, as well as to the Commission’s decision of May 12, 2025 No. 105/zp-25 on the appointment of a qualification exam for candidates for the position of a local court judge and judges who have expressed their intention to be transferred to another local court. The passing score of the first stage of the qualification exam (testing knowledge of the history of Ukrainian statehood) is determined, taking into account that participants who score at least 65 per cent of the maximum possible score (no more than 7,200 candidates for the position of judge and judges) are admitted to the second stage.

June 02, 2025 – Meeting chaired by the First Deputy Minister of Economy of Ukraine, Oleksii Sobolev, with the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) of the European Commission to discuss the implementation of Ukraine’s Plan.
June 04–05, 2025 – Participation of Commission members in the 11th Lviv Criminal Justice Forum.
June 12–16, 2025 – Participation of Commission members in the meeting of the Working Group of the Council of Judges of Ukraine on the preparation of the Commentary to the Code of Judicial Ethics, adopted by the 5th Congress of Judges of Ukraine, organized by the OSCE Support Programme for Ukraine.
June 13, 2025 – Online meeting with representatives of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) of the European Commission to discuss the increase in the number of staff at the High Anti-Corruption Court and the selection of its judges.
June 16, 2025 – Meeting chaired by the First Deputy Minister of Economy of Ukraine, Oleksii Sobolev, to discuss the regulatory acts that are to be adopted in accordance with Ukraine’s Plan.
June 19, 2025 – Online meeting between the Chairman of the High Qualification Commission of Judges of Ukraine and the delegation of the Directorate of Human Rights of the Council of Europe to discuss ongoing cooperation with the Council of Europe, including the implementation of European Court of Human Rights judgments and the implementation of technical cooperation programmes.
June 19, 2025 – Bilateral consultations with representatives of the OECD and the National Agency on Corruption Prevention (NACP) regarding the report of the 5th round of monitoring of Ukraine (Area VI: Independence of the Judiciary).
June 25, 2025 – Scientific and practical conference dedicated to Constitution Day of Ukraine and the Days of Administrative Justice, on the topic: “An Adequate Standard of Living: Between Constitutional Guarantees and Reality”, organized by the Sixth Administrative Court of Appeal.
June 27, 2025 – International conference, titled “The Constitution in Times of War and Post-War Recovery: Current Challenges and Legal Solutions”, organized by the Constitutional Court of Ukraine.
June 30, 2025 – Participation of the Chairman of the High Qualification Commission of Judges of Ukraine in the oath-taking ceremony of newly appointed judges in the presence of the President of Ukraine, Volodymyr Zelenskyi.
