Procedures of the judicial career

Selection for the position of a local court judge

On August 04, 2026, the Commission approved the overall results of the qualification exam in the specialisation of local commercial court, taken by candidates for the position of a judge in local courts and judges who had expressed an intention to be transferred to another local court.

A total of 298 candidates for the position of a judge in local commercial court who achieved the passing score in the qualification exam (in Ukrainian) were admitted to the special background check. In addition, for the purposes of approving the ranking, the results of the special background check conducted pursuant to the Commission’s Decision No. 37/zp-26 of April 01, 2026 were taken into account in respect of 58 candidates for the position of a judge in local commercial court and local administrative court (in Ukrainian).

 

On August 05, 2026, the Commission approved the decoded results of the practical assignment in the specialisation of local general court (the fourth stage of the qualification exam), completed by candidates for the position of a judge in local court and judges who had expressed an intention to be transferred to another local court on October 14–17, 20–24 and 28–31 and November 17, 2025.

A total of 2 366 participants continue to participate in the selection (transfer) process.

Competition to the local administrative courts

On August 04, 2026, the Commission announced a competition to fill vacant positions of judges in local administrative courts and approved the conditions for its conduct.

Candidates for the position of a judge and judges who are eligible to take part in the competition:

- those included in the reserve list for filling vacant positions of judges in local administrative courts in accordance with the Commission’s Decision No. 99/zp-26 of July 29, 2026;

- submitted an application to participate in the competition in accordance with the procedure and within the time limits set by the Commission.

The number of vacant positions for which the competition has been announced is 272, of which:

- at the Vinnytsia District Administrative Court – 10 positions;

- at the Volyn District Administrative Court – 10 positions;

- at the Dnipropetrovsk District Administrative Court – 22 positions;

- at the Zhytomyr District Administrative Court – 12 positions;

- at the Zakarpattia District Administrative Court – 5 positions;

- at the Zaporizhzhia District Administrative Court – 11 positions;

- at the Ivano-Frankivsk District Administrative Court – 7 positions;

- at the District Administrative Court of Kyiv City – 34 positions;

- at the Kyiv District Administrative Court – 20 positions;

- at the Kirovohrad District Administrative Court – 8 positions;

- Lviv District Administrative Court – 11 positions;

- Mykolaiv District Administrative Court – 8 positions;

- Odesa District Administrative Court – 19 positions;

- Poltava District Administrative Court – 10 positions;

- at the Rivne District Administrative Court – 20 positions;

- at the Sumy District Administrative Court – 9 positions;

- at the Ternopil District Administrative Court – 8 positions;

- at the Kharkiv District Administrative Court – 19 positions;

- at the Khmelnytskyi District Administrative Court – 13 positions;

- at the Cherkasy District Administrative Court – 8 positions;

- at the Chernivtsi District Administrative Court – 2 positions;

- at the Chernihiv District Administrative Court – 6 positions.

Between August 20 and 25, 2026, the Commission received applications from 268 persons who expressed their intention to participate in the competition.

In August, the Commission conducted interviews with 20 candidates for the positions of judges at the general courts of appeal:

- 7 candidates confirmed the ability to administer justice (at the Kyiv Court of Appeal – 2, at the Rivne Court of Appeal – 5);

- 8 candidates will be interviewed by the plenary session of the Commission (at the Kyiv Court of Appeal – 2, at the Rivne Court of Appeal – 6).

On August 04, 2026, the Commission adopted decisions submitting recommendations to the High Council of Justice regarding the appointment of candidates to fill vacant positions of judges at the Lviv Court of Appeal. Among those recommended for appointment are 18 judges from local general courts, 3 academics and 7 persons who combine judicial, legal and academic activities.

On August 05, 2026, following the results of the qualification assessment carried out as part of the competition, the Commission approved the ranking of candidates for vacant positions of judges at the Dnipro Court of Appeal and selected 23 competition winners.

On August 19, 2026, the Commission adopted a decision recommending to the High Council of Justice the appointment of candidates to fill vacant positions of judges at the Dnipro Court of Appeal. Among those recommended for appointment are 16 judges from local general courts, 1 academic and 6 persons who combine judicial, legal and academic activities.

Competition to the Specialised Circuit Administrative Court and Specialised Administrative Court of Appeal

On August 26, 2026, the Commission approved the overall results of the first stage, “Completion of the Qualification Exam”, of the qualification assessment within the framework of the competitions announced by the Commission on October 29, 2025 Nos. 193/zp-25 and 194/zp-25.

Overall results of the qualification exam:

Specialised Circuit Administrative Court (in Ukrainian);

Specialised Administrative Court of Appeal (in Ukrainian).

The Commission has admitted the following candidates to the second stage of the qualification assessment, “Review of Dossier and Interview”:

67 candidates for the positions of judges of the Specialised Circuit Administrative Court (in Ukrainian);

23 candidates for the positions of judges of the Specialised Administrative Court of Appeal (in Ukrainian).

Secondments

7 notifications from the State Judicial Administration of Ukraine on secondments were received.

The issues of secondments of judges were considered:

-   to 10 courts due to an excessive caseload;

-   from 2 courts due to a change in the territorial jurisdiction of court cases.

The issue of early termination of 1 judge’s secondment was considered.

The issue of early termination of secondment and simultaneous secondment of 4 judges was considered.

It was recommended that judges be seconded to the following courts:

- Amur-Nyzhnodniprovskyi District Court of Dnipro City (2 judges);

- Boryspil City and District Court of Kyiv Oblast (1 judge);

- Kyiv District Administrative Court (1 judge);

- Sobornyi District Court of Dnipro City (1 judge).

 

 

Qualification assessment

for suitability of a judge for his/her position held and in connection with the imposition of a disciplinary sanction

The qualification assessment for suitability for the position held was terminated in respect of 2 judges following the сonfirmation of their ability to administer justice in the court of appeal:

  • Mykhailo Zimin, a judge of the Pokrovsk District Court of Kryvyi Rih City, Dnipropetrovsk Oblast;
  • Dmytro Parfonov, a judge of the Samarivskyi City and District Court of Dnipropetrovsk Oblast.

Participation in the events

August 25, 2026 – a working meeting chaired by the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, organised to prepare the Ukrainian side for meetings with the Venice Commission.

August 27–28, 2026 – a series of meetings with experts from the Venice Commission to discuss the draft Law of Ukraine “On Amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” and Certain Other Laws of Ukraine Concerning the Improvement of Competitive Procedures for Appointment to the Position of Member of the High Qualification Commission of Judges of Ukraine and Member of the High Council of Justice”.

 

 

Litigation

The Administrative Cassation Court within the Supreme Court ruled in favour of the Commission as follows:

      1. Case No. 990/281/26 – claim filed by A.V. Tymoshenko seeking to declare the decision unlawful and to compel certain actions (selection procedure: qualification exam, practical assignment).
      2. Case No. 990/181/25 – claim filed by S.V. Smola seeking to declare the decisions unlawful and annul them, and to compel certain actions (competition for the courts of appeal: qualification exam, practical assignment).
