The courts included in the second group of courts at the first stage of the competition for vacant positions of judges in general courts of appeal have been determined

Please be informed, that on July 02, 2025, the High Qualification Commission of Judges of Ukraine adopted a decision to include the following courts to the second group of courts at the first stage of the competition for vacant positions of judges in the general courts of appeal, announced by the Commission’s decision of September 14, 2023 No. 94/zp-23 (hereinafter referred to as the Competition):

Dnipro Court of Appeal –23 vacant judicial positions;

Kyiv Court of Appeal –45 vacant judicial positions;

Lviv Court of Appeal –28 vacant judicial positions;

Mykolaiv Court of Appeal – 21 vacant judicial positions;

Odesa Court of Appeal – 23 vacant judicial positions;

Kharkiv Court of Appeal – 47 vacant judicial positions.

The deadline for judicial candidates to submit an application for the position of a judge in a court included in the second group of courts at the first stage of the Competition has been set at July 15, 2025.

During the Q4 of 2025 – Q2 of 2026, the Commission will conduct interviews based on the results of the study of the dossiers of candidates for the positions of judges of the Dnipro Court of Appeal, Kyiv Court of Appeal, Lviv Court of Appeal, Odesa Court of Appeal, Kharkiv Court of Appeal and Mykolaiv Court of Appeal.

Please note that in order to undergo a special vetting, candidates for the positions of judges of the above courts must submit the following documents to the Commission by
July 15, 2025, together with their application of the intent to apply for the position of a judge:

- a written consent to a special vetting in the form according to Annex 1 to the Procedure for Conducting a Special Vetting of Persons Applying for Positions of Responsibility or Particularly Responsible Position and Positions with High Corruption Risk, approved by Resolution of the Cabinet of Ministers of Ukraine  No. 171 dated March 25, 2015 (as amended);

- an autobiography as of the date of granting consent to conduct a special vetting, created in electronic form, printed and signed by the applicant himself/herself, containing, in particular, the following information: surname, name and patronymic (if any), date and place of birth, citizenship (in particular, citizenship (nationality) of a foreign state(s)), documents granting the applicant the right to permanent residence in the territory of foreign states (if any), as well as the fact of submission of documents required for registration of citizenship (nationality) of a foreign state(s); education (name of the higher education institution (other educational institution), year of entry and graduation from such institution, details of the diploma, educational qualification level (degree of education), speciality, qualification, academic degree); availability of access to state secrets, as well as the facts of cancellation of the previously granted access for violation of the legislation on state secrets (or refusal to grant it); the applicant's attitude to military duty (conscript, person liable for military service, reservist); military service (if any) and/or registration with the military; last place of work (service) and position;

- a certificate of preliminary, periodic and extraordinary psychiatric examination in the form of primary accounting documentation No. 100-2/о;

- a certificate of access to state secrets (if any), drawn up in the form prescribed by the legislation on state secrets;

- the application provided for in part one of Article 6 of the Law of Ukraine “On Purification of Power”;

- a copy of the declaration of a person authorised to perform the functions of the state or local self-government for 2024.

Please be reminded, that according to the Procedure for conducting preliminary, periodic and extraordinary psychiatric examinations, including for the use of psychoactive substances, approved by Order of the Ministry of Health of Ukraine No. 651 dated April 18, 2022 (hereinafter referred to as “the Procedure”), the certificate in the form of primary accounting documentation No. 100-2/о is valid for one year from the date of the examination.

Please note, that amendments to the Procedure came into force on January 01, 2025. Thus, in accordance with paragraph 2 of the Procedure, preliminary, periodic and extraordinary psychiatric examinations, including for the use of psychoactive substances, after which a person is issued with the primary record form No. 100-2/о, may be conducted by healthcare providers who simultaneously meet the following conditions:

- have obtained a licence to carry out economic activity in medical practice in the speciality of psychiatry;

- have concluded an agreement on medical services for the population under the medical guarantees programme with the NHSU for the service categories “Mental health care for adults and children in inpatient settings” and/or “Mental health care for adults and children provided by mobile multidisciplinary teams” and/or “Prevention, diagnosis, monitoring and treatment in outpatient settings”.

Thus, medical service providers who meet the requirements set out in clause 2 of the Procedure are entitled to conduct examinations and issue certificate  No. 100-2/о in full.

Other documents required for the special vetting, as provided for by the Procedure, namely: copies of pages of the passport of a citizen of Ukraine in the form of a booklet or the front and back sides of the passport of a citizen of Ukraine in the form of a card and an extract from the register of the territorial community to confirm information on the place of residence (stay), documents on education (with annexes), academic titles and degrees, military registration document, are submitted by candidates for the position of a judge in case of changes in information or changes in previously submitted documents.

The application and documents shall be sent to the Commission by post to the following address: 9, General Shapoval Str., Kyiv, 03110, or submitted personally by the candidate for the position of judge.

The following group of courts and the deadline for submitting applications to such courts will be determined by separate decision of the Commission.
