Competition to the High Anti-Corruption Court: Review of Candidates’ Materials is Completed

On September 29, 2025, the High Qualification Commission of Judges of Ukraine considered the issue of admitting one more candidate to undergo a qualification assessment and participate in the competition for vacant positions of judges of the High Anti-Corruption Court, announced by the Commission on June 03, 2025.

Based on the results of the session, the Commission decided to deny the candidate admission to the qualification assessment and participation in the competition.

Thus, taking into account the decisions of September 16 and 18, 2025, the Commission considered the admission of 205 candidates.

As a result, 158 persons were admitted to the qualification assessment and participation in the competition.

In total, 47 persons were denied admission to the competition (qualification assessment).

Please note that admitted candidates can simultaneously apply for vacant positions of judges of the High Anti-Corruption Court of both instances – 13 positions of judges of the first instance and 10 positions of judges of the appellate chamber.

As a reminder, testing of candidates’ knowledge of the history of Ukrainian statehood is scheduled for October 01, 2025.

The Issue of Secondment of Judges to Two Courts Has Been Scheduled for Consideration

According to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, a judge may, with his or her consent, be seconded to another court of the same level and specialisation to administer justice by a decision of the High Council of Justice adopted on the basis of a submission from the High Qualification Commission of Judges of Ukraine.

Please be informed, that the issue of submitting request on the secondment (temporary transfer) for the administration of justice has been scheduled for consideration at the meeting of the High Qualification Commission of Judges of Ukraine:

1.         To Verkhniodniprovskyi Raion Court of Dnipropetrovsk Oblast– 1 judge;

2.         To Desnianskyi District Court of Chernihiv City– 2 judges.

The consideration of the issue will be held on October 29, 2025, at 10:00 a.m. at the premises of the High Qualification Commission of Judges of Ukraine (9, General Shapoval St., Kyiv).   

A judge who has expressed an intention to be seconded to another court of the same level and specialisation must submit to the Commission an agreement in accordance with the established form (available for download here) (in Ukrainian), to which he/she must attach:

1) a certificate in the prescribed form (available for download here) (in Ukrainian);

2) other documents that, in the judge’s opinion, may be taken into account when making a decision (if any).

The deadline for submission of documents is 7 days from the date of publication of this announcement.

The form of submission of documents is paper and/or electronic.

Documents may be submitted in person or sent by mail (including e-mail).

Time for personal submission of documents:

Monday through Thursday from 08:00 a.m. to 12:00 p.m. and from 12:45 p.m. to 16:00 p.m;

on Friday from 08:00 to 12:00 and from 12:45 to 15:00. Scanned images of paper documents sent by mail must be sent to the following

e-mail: inbox@vkksu.gov.ua not later than the next day after the date of their sending, together with a scanned image of the document confirming the mailing.

Judges submitting documents by e-mail shall sign them with a qualified electronic signature.
