On September 29–30, 2023, a joint strategic session of the High Council of Justice and the High Qualification Commission of Judges of Ukraine was held in Lutsk supported by the EU “Pravo-Justice” Project and the USAID “Justice for All” Program.
The Head of the judicial reform component of the EU “Pravo-Justice” Project Anna Adamska-Gallant and the legal advisor of the USAID “Justice for All” Program Anna Sukhova also took part in the event. The national expert of the EU “Pravo-Justice” Project Oleksandra Baklanova was a moderator.
The purpose of the event was to work out comprehensively the issues related to the standards and procedures of selection and appointment to judicial positions, qualification evaluation, as well as interaction of judicial governance bodies and ensurance of a proper access to justice in Ukraine.
In the welcoming speech the Chairman of the Commission Roman Ihnatov thanked the organisers for their assistance in the event preparation and assured that the High Qualification Commission of Judges of Ukraine remains a reliable partner of international technical assistance projects and would continue to coordinate its efforts in addressing current challenges.
Within the section framework “International practices of judges’ selection, promotion and evaluation”, the participants had a fruitful discussion and joint groundwork with former head of the State Judicial Administration of Lithuania Reda Molienė, retired judge of the Constitutional Court of Poland Miroslaw Wyrzykowski, and international expert of the USAID “Justice for All” Program Paviel Zhilinchik.
